Scout Motors is building a vehicle plant on more than 1,100 acres off I-77 in Blythewood. The plant is still under construction. The company says it will employ more than 4,000 people, with a supplier park on the same site. SCDOT is putting in a new I-77 interchange at Exit 26 to feed it. Around that, developers keep asking Richland County to rezone farm and timber land for houses. One request off Fulmer Road covered about 157 acres and 472 homes. Richland County gave first approval this year to a rezoning for 255 more homes. Land that grew pines for years now shows up on a subdivision map.
That growth makes work for machines long before it makes work for framers. Trees and stumps come out, then the pad gets cut to grade. Root balls go out with them, and the holes get filled and packed. Old structures on the parcel come down first. Barns, sheds, single wides and small commercial buildings all come off the same way. Many Blythewood parcels hold a well and a septic field that have to be found first. Michelle Gumm said in her Google review: "Contracted them to demolish a double wide on my property. They did it quickly and cleaned up great. Even brought in fill to level the area out. Marked the septic system as required."
Outside the subdivisions, Blythewood is still farm and timber ground. Horse pasture and hay fields sit right up against new rooftops out here. Out toward Pine Grove Road and the Fairfield County line, the tracts get big. Some of those parcels still hold an old equipment shed or a collapsed pole barn. A lot of that land has no sewer, so a new house needs its own septic system. It also needs a drive a concrete truck can climb in wet weather. Red clay turns slick after a Midlands rain, and rutted drives get worse fast. We cut the drive, crown it and lay stone so water runs off the sides.
Where the parcel sits changes the paperwork. Inside town limits you deal with the Town of Blythewood. Outside it, most of 29016 falls under Richland County building permitting and inspections. A septic system runs on the county health department permit design, and we install to that plan. Power, water and gas get cut and released before a machine touches a wall. Access matters too, since a tri-axle needs room to turn around. We look at the drive and the gate before we schedule the machines. The tri-axle Kenworth and trailers are ours, so debris leaves on our own trucks. We run the same work south in Columbia and east over to Camden.
